I use Microsoft Project frequently and Planview in the past. Not familar with RationalPlan but will have a look.

You can search for more information on Earned value management, CMM or Six Sigma regarding project quality estimation.
In the most simplest form, project quality can be measured by meeting customer's expectation based on the defined project scope on time within budget.
